‘You may want to consider relocating’ - #Oregon police too broke to fight crime — #Propaganda | #WildWest #FTW

There are only six deputies in the Josephine County, Oregon Sherriff’s Office, and resources are so sparse that a woman was raped last year after an emergency dispatcher told her four times over the phone there was no one to help her. It was last August, and a woman was brutally raped and sodomized by her abusive ex-boyfriend after unsuccessfully pleading with a 911 dispatcher for over 10 minutes. “I’m not letting him in, but he’s, like, tried to break down the door, and he’s trying to break into one of the windows,” the woman is heard telling the operator in the calls. “He put me in the hospital a few weeks ago, and I’ve been trying to keep him away,” she said. Four times during that call, the operator told the woman that she wasn’t able to provide assistance. “I don’t have anybody to send out there,” she kept saying. “Once again, it’s unfortunate you guys don’t have any law enforcement up there.” At the county jail, staffing cuts caused by a lack of funding has formed a revolving door system where inmates are released sometimes right after being arrested because there’s seldom enough money to keep facilities functioning at even the bare minimum. There are only six deputies in the Josephine Sherriff’s Office, and recently the department’s canine unit was cut to a single dog. “You may want to consider relocating to an area with adequate law enforcement services,” the department cautioned the county’s 80,000 or so residents last year. Although a Wild West-like scenario has spiraled out of control in the Pacific Northwest, residents voted against a measure Tuesday that would have funded much-needed law enforcement operations at the cost of only a 3 percent tax levy. The measure would have bumped the county government tax rate — currently the lowest in the state — to $1.48 per $1,000, in turn costing the average homeowner in Josephine around $85 a year extra. But even after news of last year’s rape went viral, residents narrowly decided this week to halt any attempt to milk mere pennies on the dollar for an added sense of security. On Tuesday evening the decision was too close to call in Josephine, but by Wednesday afternoon the county clerk acknowledged to RT that the public safety levy was voted down by a margin of 51 to 49 percent, with barely 500 ballots deciding the fate of a county where calling 911 is no longer the way to handle an emergency. “There isn’t a day go by that we don’t have another victim,” Josephine County Sheriff Gil Gilberson told Oregon Public Broadcasting last week. Speaking to OPB, Gilberson directly blamed the ongoing inability to fight crime on budget restraints. “If you don’t pay the bill, you don’t get the service,” he said. Policing Josephine County wasn’t always a problem. In 2000, Congress passed the Secure Rural Schools and Community Self-Determination Act and as a result began sharing revenue made off of timber grown on public land. “Federal forests make up 60 percent of the land in many rural Oregon counties. Because federal land isn’t subject to property taxes, the federal government for decades shared timber sale revenue with the counties,” the Oregonian recently noted. Those funds were until recently divvied up among rural counties to help line the pockets where sparsely inhabited towns were losing out on taxes brought in by more densely populated regions. The act has expired, however, and the result has been the rapid defunding of public programs in some areas, including the Josephine Sherriff’s Office. Since the expiration of the bill, the county has lost millions of dollars in revenue that for more than a decade was a routine handout. In the case of last August’s rape, a 911 dispatcher stayed on the phone with the soon-to-be victim for over 10 minutes, instructing her to hide in her house while emergency options were considered. “None of the sheriff’s deputies in Josephine County were on duty,” explained Amelia Templeton of OPB. “So dispatch transferred the call to the Oregon State Police, but they also didn’t have anyone available.” “And four times in total, she says there isn’t anyone who can help,” she said. The expiration of the act that provided the city with timber revenue forced the Sheriff’s Office to cut its budget in half and most law enforcement operations have ended. Had voters agreed to a tax hike on Tuesday, the county expected to raise $9.5 million during the next year and slightly more annually through 2016. Those funds, the voters were told, would be used to increase inmate capacity at the county jail, provide the resources for the District Attorney’s office to prosecute more criminals and, generally, bring the force back up to snuff. “I’m not going to vote for it,” Josephine County convenience store owner Les Monk told Templeton. “Things are no worse or better now than they were when they were fully funded.” For Monk — and presumably the 13,365 other “nay” ballots casted on Tuesday — things are just fine in Josephine. Monk told Templeton that he carried a knife for his own protection and suggested that paying money for an inefficient police force wasn’t worth his tax dollars. “People have to understand you will, and are able, to defend your property,” he said. According to Templeton, an attorney for the rape victim said the woman felt hopeless, alone and very scared when she waited, unsuccessfully, for police assistance last year. Sheriff Gilbertson admitted that it’s a very real problem. “It’s devastated law enforcement,” Sheriff Gilbertson told The Oregonian. “The criminals now act with impunity and a sense of entitlement.” “It’s been a deteriorating situation for a long time,” added Greg Wolf, intergovernmental affairs director for Gov. John Kitzhaber, “and we can see that we’re going to hit a wall unless we come up with some dramatic solutions.” Nearby on Tuesday, voters in Curry County voters rejected a $4.5 million effort that aimed to reverse the dastardly trend there. And in Lane County, a five-year, $80 million property tax levy was approved amid similar circumstances — but only after eight previous attempts stretching all the way back to 1998 were rejected by voters. “We’ve essentially eviscerated law enforcement staffing over the last 45 years,” Lane County District Attorney Alex Gardner told a legislative committee earlier this year. With this week’s vote, Lane County can start to pick up the pieces. In Josephine, however, residents have a long ways to go. Speaking to OPB late Tuesday, reporter April Baer said Gov. Kitzhaber is now expected to declare a public safety emergency and likely and impose a temporary tax to keep at least some law enforcement operations functioning through the end of 2014.

#REALNESS - The #FBI Fosters, Funds and Equips American Terrorists! (by @corbettreport)

~

TRANSCRIPT AND SOURCES: http://www.corbettreport.com/?p=7276

The Boston Marathon bombing has provoked shock, grief and outrage from around the world. After decades of conditioning, the public automatically equates such terrorism with Muslim radicals. But the evidence shows that every major terror plot on American soil in the past 10 years has been fostered, funded and equipped by one organization: the FBI.

#Seattle #police detail plan for #MayDay - to protect Goldman Sachs’ office... | #MSM

Video Here: http://pwny.biz/Nk

ocal anarchists have announced they’ll target big business as a part of their May Day protests.

Puget Sound Anarchists have posted a call for protestors to rally in front of a building where investment bank Goldman Sachs has an office in downtown Seattle.

Seattle police says officers will be prepared at that location and others around the city on Wednesday.

”We’ve done an assessment of likely targets and there will be officers posted in those locations. We can’t possibly post at every potential window there’s a lot of windows in the city but we can certainly to a risk assessment and staff to where we think those incidents might occur and create contingencies under those areas we may have missed,” said Capt. Chris Fowler of the Seattle Police Department.

Aside from a peaceful protest to the Federal Building during the day, local anarchists are also planning a protest beginning at Pine and Broadway at 6 p.m. The anarchists have not announced a route for May Day.

”The marches are taking place at different times so this year is substantially different than last year in many different respects,” said Fowler.

Seattle police says it is adding extra staff for this year’s May Day but would not reveal any specifics.

Last year anarchists caused tens of thousands of dollars in damage and even triggered a civil emergency.

The mayor’s office says this year, the city will wait until it’s necessary to issue a civil emergency based on the facts.

Secret Mind Control & Brain Washing Experiments - #MKULTRA #PSYOPS #HistoryLesson

In 1979, just two years after U.S. Senate hearings revealed disturbing information about a secret government mind control program code-named Project MKULTRA, this one-hour documentary covering some of the clandestine, illegal activities involved in this mind control project was released.

One of the topics covered by this intriguing film is the bizarre activity of a man named George White, who operated outside of the law while directly under CIA direction.

At minute 47 into the documentary correspondent Paul Altmeyer states, “And what of George White, the man who helped the agency in so many of its programs. Shortly before his death, he wrote to his boss at the CIA, Dr. Sidney Gottlieb, and summed up his career by saying, ‘It was fun, fun, fun. Where else could a red-blooded American boy lie, kill and cheat, steal, deceive, rape and pillage with the sanction and blessing of the all highest.’”

The film also mentions that Dr. Gottlieb destroyed the records of the mind control programs in 1973. He and many others involved in these projects did not want the public to ever know about the many illegal and immoral activities they had sponsored in their quest of control over the mind. Thankfully, he forgot to destroy the financial records, which contain highly incriminating information. These declassified documents can be ordered by anyone using the information at this link.

Though the CIA denies that the mind control techniques developed in their secretive projects were successful, an abundance of evidence in this film and elsewhere suggests otherwise.

#SF Mayor: Medical Marijuana A 'Nuisance' Like Strip Clubs - #MSM #Propaganja

Nobody in the office of San Francisco Mayor Ed Lee seems willing to take responsibility for a city document which refers to medical marijuana dispensaries as “nuisance retail” and likens them to strip clubs and liquor stores.

That’s the terminology used in a document released last year by the Mayor’s Office of Economic and Workforce Development, and that document is now being used by the Planning Department as a reason to deny a permit to a medicinal cannabis collective proposed for a vacant building in an alley off Sixth Street, reports Chris Roberts at SF Weekly.
It’s unclear how and why the “nuisance” reference ended up in that official city document. “For now, nobody at City Hall appears willing to own up to calling pot clubs nuisances or comparing them to strip clubs,” writes Roberts.
speaker_CHRIS_ROBERTS.jpgDeepGreenChris Roberts, SF Weekly: “There’s a vague reference to a need to reduce crime, but no statistics or definition of a ‘nuisance’ is given, and the notion that pot clubs equal crime has been exploded time and time again”
The Mayor’s spokeswoman, Christine Falvey, directed the SF Weekly to the Department of Public Health. But DPH took exception to the notion that it would call medical facilities which it licenses a “nuisance.”
“We would not use that kind of judgmental language,” said DPH spokeswoman Eileen Shields, who referred the Weekly back to — you guessed it — the Mayor’s office. “At a risk of being a nuisance ourselves, SF Weekly emailed Falvey again, who did not respond,” Roberts said.
The good news, according to Roberts, is that licensed dispensaries are only considered “nuisances” near Market Street between Fifth and 10th streets, at least according to the Central Market Economic Strategy, released last November after 10 months of preparation.
The bad news is that the collectives — which provide cannabis to patients including those with cancer, HIV/AIDS, and debilitating pain — are put into the same category as “liquor stores, adult uses,” and “pawn shops.”
The sole basis for declaring dispensaries a “nuisance” appears on one line on page 35 of the 52-page report, in section D under the heading “Objective 6) Improve Safety.”
“There’s a vague reference to a need to reduce crime, but no statistics or definition of a ‘nuisance’ is given, and the notion that pot clubs equal crime has been exploded time and time again,” Roberts writes.
The applicant for the rejected dispensary, which would have been located at 471 Jessie Street, is one Troy Kashanipour, according to city records. Kashanipour, an architect, is represented by attorney Daniel Bornstein, who’s worked for other cannabis clients including Medithrive, one of the five dispensaries shut down since November by U.S. Attorney Melinda Haag.
San Francisco currently has 22 city-licensed medical marijuana dispensaries, down from 26 last year and 40-something in 2005, before the city passed its Medical Cannabis Act regulatory ordinance.

#FBI Chief Renews Call for Government-Business Cooperation on Cybersecurity - #NWO #CyberWarfare

Combining Old, New to Nab Cybercriminals

[^ douchebag-smile]

The FBI will combine the methods developed after Sept. 11 to combat terrorism, along with old-fashion gumshoe practices, to battle cybercriminals.

“Terrorism remains the FBI’s top priority, but in the not too distant future we anticipate that the cyberthreat will pose the No. 1 threat to our country,” FBI Director Robert Mueller said in a March 1 keynote address to the RSA security conference in San Francisco. “We need to apply the lessons of fighting terrorism and apply them to cybercrime.”

After the 2001 terrorist attacks, the FBI expanded its joint terrorism task forces that include bureau agents, local and state law enforcement officers and the military to more than 100. “We are developing a similar model to fight cybercrime to build our capabilities as well as those of state and local law enforcement,” Mueller said.

But, Mueller said, proven law enforcement methods will be employed to catch cybercriminals. “We must rely on the traditional capabilities of the FBI: sources and wires,” he said. “We must cultivate the sources necessary to infiltrate criminal online networks, to collect the intelligences, to prevent the next attack and to topple the network from inside.”

Mueller also said he sees terrorists, who employ the Internet to recruit and plan physical attacks, to begin causing digital damage as well. “To date, terrorists have not used the Internet to launch a full-scale cyberattack, but we cannot underestimate their intent,” he said. “In one hacker recruiting video, a terrorist proclaims that cyber warfare will be the warfare of the future.”

The FBI director echoed remarks he made at RSA Conference 2010, calling for cooperation between government and the private sector to share information on cybersecurity threats (see FBI Chief Calls for Business Cooperation). Mueller pointed out that it’s often business that first identities cyberthreats and it shouldn’t fear notifying the FBI when a breach occurs. He backed legislation before Congress that would encourage information sharing between government and business that would protect corporate secrets. Many businesses don’t want to fess up to a breach because it could harm them with stakeholders.

Mueller also called for enactment of a national breach notification law that would supersede 47 separate state laws. A national breach notification law is seen as easing compliance by businesses that operate in multiple states.

#Anonymous: Message to the #NSA (by @TheAnonMessage)

NSA:
“You decieve the public. You embrace scare tactics. You lie. Stop. Or Expect Us.” TYPE IN: itanimulli.com (illuminati backwards)…

TRANSCRIPT
___________

Greetings NSA,
We are Anonymous.

Your statement regarding the potential future sabotage of power grids by Anonymous, disgusts us to the core, as it is clearly an attempt at fear mongering. The idea that Anonymous would shut down one of the most vital resources for it to operate, is ludicrous.

While security and intelligence organizations throughout the world attempt to depict Anonymous as a ‘terrorist organization’, many people understand that this same subset of Anonymous they speak of, is actually a movement for freedom. This appears to scare government organizations, to the point where they might do anything in an attempt to discredit Anonymous, and make people believe Anonymous exists solely to harm innocent people.

Are these claims and predictions an attempt to falsely accuse Anonymous of something that will happen in the future - maybe even being orchestrated by the same government organizations that are now already blaming Anonymous? Many people have warned about the sad state of the power grid infrastructure in the past, but why would we shut down our own computers and other communication tools?

Thousands of people rely on electricity for everything they do; hospitals even need this electricity to save lives, and taking out the power grid would cause harm to the very people we wish to protect.

There is no valid reason for us to shut down the power grid, as far as we are aware. Any such predictions by the various government, security, and intelligence organizations are likely attempts to instill fear into those that don’t understand this, and to discredit Anonymous as a whole.

We are Anonymous.
We are legion.
We do not forgive.
We do not forget.
For once don’t expect us.

#Anonymous Set to Do Real Damage? (this is #PROPAGANDA, and I shall h4x0r3d it!)

(my comments will be in bold and links will be italicized)

Eric Chabrow

Is Anonymous in search for some respect?

(..Wait, Wut? ..We have the respect of the 99% ..we don’t need your puny 1%..)

Gen. Keith Alexander, who has the dual-hatted jobs as National Security Agency director and military cybercommander, reportedly (source?) says the hacking collective known as Anonymous might target the United States electric grid in the next year or two to earn the respect it feels it hasn’t received from the government and business establishment.

(It sure looks as if you have been beefing up the military industrial complex’s power grid… Meanwhile, Trying to blame hackers for something you plan to do? I think you’ve watched “Hackers” one too many times…)

The thinking isn’t that [Anonymous] would do it because they’re trying to create a national security emergency, but more because they think that would be a prank or a way to show that they have more potency than they’ve been given credit for.

(Actually, We’re already all up in your bases and we’re killin’ your dudes ..with truth!)

In private meetings at the White House and elsewhere (seems legit, and private), Alexander said he’s worried that Anonymous could develop the capability in the next year or two to disrupt the United States power grid, according to a Feb. 21 story in the Wall Street Journal.

(However, The military has long been capable to create ‘full spectrum dominance‘… not to mention their role in the transition to a quantum energy grid >_>)

“The thinking isn’t that [Anonymous] would do it because they’re trying to create a national security emergency, but more because they think that would be a prank or a way to show that they have more potency than they’ve been given credit for,” the story’s reporter, Siobhan Gorman, says in an interview.

(Oh, so now you can all of a sudden speak for the masses? Wrong! You think the masses wish only to pull pranks? Wrong! We use the power of lulz as the driving force behind the change which you promised but failed to produce. — If you’re in the cross-hairs; It’s because you’ve put yourself there by way of a life ran by committing murder and/or creating fear.)

Anonymous is famous - or infamous, depending on your viewpoint - for distributed denial of service attacks that have shuttered temporarily scores of government and business websites as well as infiltrating government and business servers, exposing passwords and personally identifiable information. But, Anonymous isn’t known to cause the significant harm inflicted by digital spies who pilfer government, military and trade secrets, something hackers from China are accused of doing.

(Yes, We drop and hax many a box. The rest: Well, we’ll just leave that to Wikileaks!)

The revelation of Alexander’s jitters comes at a time when Congress is divided over how the government should protect the nation’s critical IT infrastructure that’s mostly owned and operated by business.

(Now we’re talkin’! ….Y U JITTERY?)

At a Senate hearing last week on the just-introduced Cybersecurity Act of 2012, Sen. John McCain said he and the ranking Republican members of committees with IT security oversight will shortly introduced their own legislation that would be less burdensome on the businesses that operate the vital networks that control the flow of energy, transportation, money and other stuff society depends on to function [see Partisan Showdown over Cybersecurity].

(So.. Let me get this strait.. NDAA, ACTA, PIPA, SOPA, and the Enemy Expatriation Act aren’t enough? …Why must you keep sticking your penis in our hornet’s nest?!)

The Cybersecurity Act would have critical infrastructure business owners define the security standards they should implement and the government would be poised to enforce them. Opponents, including the United States Chamber of Commerce, fear the processes the bill delineates could evolve into onerous regulations. Besides, opponents ask, who but these network operators know how best to protect them? Not government bureaucrats, they answer.

(The truth of the matter is that Government and military computers still run exploitable software, and yet you still wish to tell others how to run  their networks? Can you _please_ stop being so damn cliche and hypocritical now?)

Still, some highly regarded IT security policy experts contend the legislation isn’t tough enough, arguing the private sector in assessing the risk of cyberattacks may consider the impact on their own enterprises but not necessarily the harm they could impose on the greater society.

(This is the real issue… You want to pass cyber security legislation to gain greater control of the information you require for your Global Information Grid. It has NOTHING to do with Anonymous. Way to out yourselves! You make my job easy, as usual.)

With the debate over cyber regulation heating up, was the leaking of Alexander’s views intentional, perhaps to build support for tough regulations, far more stringent than the legislation proposes? After all, the White House and top military leaders back the Senate bill. Creating public anxiety over the security of vital networks could build support for a stronger role of government in determining how best to protect the critical infrastructure.

(Exactly! It’s called “Problem-Reaction-Solution”… Anonymous is the ‘fall-guy’ for their problem… the reaction is all this fucking Propaganda… and the solution.. well, I hope you are starting to see it by now and that it makes you as pissed off as I am right about now..)

Till now, developing cybersecurity legislation had been mostly a bipartisan pursuit, a different tone than that of other lawmaking. Let’s hope the respect all sides have shown one another in this debate so far doesn’t get lost to partisan bickering, and a workable compromise can be found on how to assure business secures the nation’s critical infrastructure.

(All compromise is based on give and take, but there can be no give and take on fundamentals. Any compromise on mere fundamentals is a surrender. For it is all give and no take.
—Mahatma Gandhi)

….My work here is done!

NIST launches National #CyberWarfare (Cybersecurity) Center of DOOM! (Excellence) >:]

Cybersecurity Center of Excellence Launched

The National Institute of Standards and Technology is establishing the National Cybersecurity Center of Excellence, a public-private collaboration aimed at accelerating the widespread adoption of integrated cybersecurity tools and technologies.

NIST Director Patrick Gallagher, at ceremonies on Feb. 21, said the center would unite “the best minds and provide them with the best tools to create and test solutions that will make online transactions of all kinds safer.”

Using a $10 million appropriation, NIST and its partners will provide a state-of-the-art computing facility near its Gaithersburg, Md., campus, where researchers from NIST will work with users and vendors of cybersecurity products and services. The center will host multi-institutional, collaborative efforts that build on expertise from industry and government.

According to NIST, the center will undertake carefully developed use cases - comprehensive requirements and test plans to address specific cybersecurity challenges - that should lead to practical, interoperable approaches for real world needs of complex IT systems.

A NIST factsheet outlines examples of projects the center could tackle, including:

  • Health IT solutions that employ open interface standards to encourage interoperability, flexibility and competition, while allowing wide broadband remote access and high levels of privacy and security.
  • Cloud computing offerings that furnish strong methods for knowing the physical location of sensitive data and for monitoring and verifying permissions for data movement among cloud servers.
  • Mobile computing solutions that provide trusted ways for organizations to communicate with their employees on their personally owned devices and yet protect that data if the device is lost or stolen or if the employee no longer works for the organization.

By hastening the implementation of state-of-the-art cybersecurity tools, NIST said, the center would enhance trust in American IT communications, data and storage systems; lower risk for companies and individuals in the use of IT systems; and encourage development of innovative, job-creating cybersecurity products and services.

Fostering America’s Cybersecurity Industry

NIST is part of the Department of Commerce, and among its roles is to promote American technological innovation, and the institute says the improved trust resulting from the center’s initiatives should support the development and adoption of innovative business processes to improve operational efficiency, reap significant financial benefits for public and private institutions, promote entrepreneurship and create new jobs and career opportunities.

NIST said additional center projects could focus on cryptography; continuous monitoring; identification, authentication and authorization in public-private sectors; or cybersecurity curriculum development.

The state of Maryland and Montgomery County, where NIST is situated, joined NIST in sponsoring the center. Maryland officials see the development of cybersecurity solutions and products as an economic development driver for that part of the state. The National Security Agency is based in Fort Meade in adjacent Anne Arundel County. Montgomery County also borders on Washington.

“Maryland is uniquely poised to contribute to the rapidly growing cybersecurity industry,” Maryland Lt. Gov. Anthony Brown said at ceremonies launching the center. “The addition of the National Cybersecurity Center of Excellence will help build on our progress by enhancing coordination between the federal, state and local governments, as well as our partners in the private sector.”
