Leaked U.S. cable lays out North American ‘integration’ strategy

OTTAWA — The integration of North America’s economies would best be achieved through an “incremental” approach, according to a leaked U.S. diplomatic cable.

The cable, released through the WikiLeaks website and apparently written Jan. 28, 2005, discusses some of the obstacles surrounding the merger of the economies of Canada, the United States and Mexico in a fashion similar to the European Union.

“An incremental and pragmatic package of tasks for a new North American Initiative (NAI) will likely gain the most support among Canadian policymakers,” the document said. “The economic payoff of the prospective North American initiative … is available, but its size and timing are unpredictable, so it should not be oversold.”

Many different areas of a possible integration are discussed throughout the cable, but the focus is on improving the economic welfare of the continent. It suggests one of the main benefits to Canada would be easier access across the U.S. border, calling it a “top motive” for this country.

The cable states Canada and the U.S. already share perimeter security “to some degree,” the question is then how “strong” the two countries want to make that bond.

Discussions are currently underway about increasing co-operation between the two countries when it comes to perimeter security. A broad-based document was released by Prime Minister Stephen Harper and U.S. President Barack Obama in February of this year, laying the groundwork for a deal that would see improved intelligence communication for security concerns and trade.

The details are currently being hashed out by officials from both countries. The proposed deal aims to improve the flow of cross-border traffic and increase security against terrorist threats.

Opposition parties have expressed a certain wariness over the lack of transparency of the talks and say they worry Harper will be too willing to make concessions to the U.S. over security issues, in order to gain an advantage in cross-border trade.

In the cable, U.S. diplomats focused on a number of key areas to move forward with continental integration, including a possible common currency, labour markets, international trade and the borders of the three countries.

The cable said Canadian economists were split on whether a fixed exchange rate, or a move to adopt the U.S. greenback, would benefit this country.

The document states Canadian economists point to labour markets as one of the areas which could have the greatest benefit for all three countries.

“They advocate freeing up professional licensing laws, and developing a quick, simple, low-cost work permit system, at least for U.S. and Canadian citizens,” the cable said.

It goes on to say North America would be well served by implementing a single, continent wide, tariff or a customs union arrangement.

The proposed customs union would eliminate the North American Free Trade Agreement’s “restrictive” rules of origin.

“NAFTA’s (rules of origin) are so restrictive that importers often prefer to pay the tariff rather than try to prove North American origin,” the cable said.

The cable concludes with a caveat: “There is little basis on which to estimate the size of the ‘upside’ gains from an integration initiative concentrating on non-tariff barriers of the kind contained in NAI. For this reason we cannot make the claims about how large the benefits might be on a national or continental scale.”

WikiLeaks: 'North American Initiative' no 'theory'

A document posted online by WikiLeaks reveals there were strategy discussions regarding the adoption of a “North American Union” – called the North American Initiative in this case – at the ambassadorial level in the United States government.

The concept of a North American Union largely has been ridiculed by many in government and media. The Wikipedia entry on North American Union calls it a “theoretical economic union” that has “been the subject of various conspiracy theories.”

However, WND has built an extensive library of reports that document progress toward the idea, and best-selling author Jerome Corsi’s book, “The Late Great USA,” shows how the Security and Prosperity Partnership, an agreement signed in 2005 by President George W. Bush, threatens American sovereignty.

The WikiLeaks document was uncovered by investigators with Americans for Legal Immigration, and the organization reports they “appear to confirm an incremental and covert plan within the highest levels of the American and Canadian governments to accomplish deeper ‘North American Integration,’ while keeping most average citizens in the dark and bypassing the constitutions of the existing three sovereign nations of America, Canada and Mexico.”

ALIPAC spokesman William Gheen told WND, “This is the smoking gun. This is not conjecture. This is a high-ranking member of the U.S. government who created this document.”

The document, from “a secret 2005 U.S. embassy cable from Ottawa signed by then-Ambassador Paul Cellucci,” states:

An incremental and pragmatic package of tasks for a new North American Initiative (NAI) will likely gain the most support among Canadian policymakers. Our research leads us to conclude that such a package should tackle both ‘security’ and ‘prosperity’ goals. This fits the recommendations of Canadian economists who have assessed the options for continental integration. While in principle many of them support more ambitious integration goals, like a customs union/single market and/or single currency, most believe the incremental approach is most appropriate at this time, and all agree that it helps pave the way to these goals if and when North Americans choose to pursue them.

In the document, released April 28, Cellucci “expounds upon a well researched and refined plan to mostly replace the existing borders of sovereign nations with some kind of privacy-invading biometric ‘security perimeter,’ where the borders of the nations will still stand, but information will be exchanged on all citizens in the nations, thus creating a super state law enforcement effort to manage security,” according to ALIPAC.

ALIPAC’s report said, “The document specifically states that Cellucci and his fellow conspirators fear the U.S. could wake up and secure the borders against contagious diseases and terrorism. He points out that financial interests in Canada fear U.S. attempts to protect citizens from terrorism or pandemics and could interfere with some financial interests in Canada.”

The document states:

Even with zero tariffs, our land borders have strong commercial effects. Some of these effects are positive (such as law enforcement and data gathering), so our governments may always want to keep some kind of land border in place… The risk that business will be obstructed at the border by discretionary U.S. actions, such as measures to defend against terrorism or infectious disease, in addition to growing congestion, have become major risks to the economy, inhibiting investment in Canada.

According to ALIPAC, “Here we have a man who has sworn an oath to uphold the Constitution of the United States of America and the people who pay his exorbitant salary and expenses with their hard earned taxes and who is taking the side of financial interests that cannot be bothered by dead Americans killed by Mexican flu pandemics and other diseases, rampaging armies of illegal alien marauders, or the lethal terrorists among them.”

The organization warned, “The document is very clear about moving slowly and incrementally and not attempting to arouse public suspicions by making a big move all at once.”

The group also concluded the document is consistent with plans for the “North American Community” under its various names that previously have come from the Council on Foreign Relations as well as the writings of Robert Pastor of American University.

“Some Americans who are new to these issues may be asking what this has to do with the topic of illegal immigration?” ALIPAC wrote. “The nonenforcement of America’s existing constitution and federal immigration laws is facilitating this North American Integration, North American Community, North American Union plan.

“By not adequately enforcing America’s existing immigration and border laws, and by assisting millions of illegal aliens with everything from credit cards to bilingual voice systems demanding we ‘press one for English,’ an invading economic army has been brought to Americans’ doorsteps,” the report said.

“While we have documented that illegal aliens are already voting in mass numbers in probably every state, the populist political uprising of Americans, partially reflected in the tea party movement, was stalled west of the Mississippi in the 2010 elections where the largest illegal alien populations resided, yet no investigations or charges are being pursued.

“If the plans to make illegal aliens new legal voters via the Dream Act or Comprehensive Amnesty become reality, then the North American Integration has been accomplished and any political resistance by American patriots will be overridden by the new illegal alien voting block,” the report said.

Gheen cited the launch of the idea with the meeting of President George W. Bush, Mexican President Fox and Canadian Prime Minister Martin in 2005, to create a “free flow of people, goods, and services” across the continent.

He noted, “The most recent release from the White House was part of an agreement crafted in secret as well to create this so called ‘perimeter,’ and instead of identifying terrorists as Islamic extremists, invading illegal immigrants, or forces from outside of America or Canada who might attack, it reads, ‘We intend to cooperate to identify, prevent, and counter violent extremism in our two countries. By working cooperatively on research, sharing best practices, and emphasizing community-based and community-driven efforts, we will have a better understanding of this threat and an increased ability to address it effectively.’”

WND reported at the time that Obama and Canadian Prime Minister Stephen Harper took a major step toward erasing the border with their bilateral declaration.

In that ceremony, Obama and Harper bypassed Congress to sign on the basis of their executive authority a declaration that put in place a new national security vision defined not by U.S. national borders but by a continental view of a “North American perimeter.”

By signing the declaration, the Obama administration implemented without congressional approval a key initiative President Bush began under the Security and Prosperity Partnership of North America, moving the United States and Canada beyond the North American Free Trade Agreement, commonly known as NAFTA, toward a developing North American Union regional government.

The declaration signed by the two heads of state and titled “Beyond the Border: A Shared Vision for Perimeter Security and Economic Competitiveness,” was described as “For Immediate Release” on the websites of the White House and the Canadian chief executive.

Harper followed Obama’s lead in signing the declaration as a form of executive order, deciding to bypass the Canadian parliament, much as Obama had decided against taking a proposed bilateral “Beyond the Border” declaration to Congress for prior review and approval.

The decision to declare a continental perimeter for the United States and Canada, designed to effectively combine the two nations in mutual national security and economic efforts, affirms the Obama administration’s intent to implement the key objectives of the Security and Prosperity Partnership of North American in a way that avoids the type of public scrutiny and criticism that dogged President George W. Bush after he openly declared his plans with the SPP.

The Obama and Harper administrations’ use of a low-key methodology to pursue continental political integration was further confirmed in Canada by the Toronto Star. The paper disclosed a 14-page confidential public relations document circulated within the Canadian government that recommended the talks between Obama and Harper keep “a low profile” in the months leading to last Friday’s signing of the bilateral declaration.

WND has reported since 2006 that a blueprint published in 2005 by the Council on Foreign Relations titled “Building a North America Community” called for the establishment of a common security perimeter around North America by 2010 to facilitate the free movement of people, trade and capital between the three nations of North America.

American University’s Robert Pastor, co-chair of the CRF blue ribbon committee that authored “Building a North American Community,”  wrote in 2001 the book “Toward a North American Community.”

He called for creation of a North American Commission, a North American Parliament and a North American Court on Trade and Investment.

The language of the “Beyond the Border Declaration” easily could have been taken almost verbatim from the CFR report or Pastor’s book.

The 2005 CFR report “Building a North American Community,” called on page xvii of the foreword for the “establishment by 2010 of a North American economic and security perimeter, the boundaries of which would be defined by a common external tariff and an outer security perimeter.”

In Corsi’s book, he details:

1. The tactics unelected globalist business leaders, bureaucrats and taxpayer-funded academics are using to lead to the merger of the United States with Mexico and Canada

2. How the state of Texas is seizing millions of acres of privately owned land so foreign investors can cash in on a NAFTA “super-highway” from Mexico to the Canadian border.

3. How China, through its proxies in Mexico, plans to bring the world’s sole superpower to its knees economically – without firing a shot.

WND previously reported that the Obama administration replaced the content of the SPP website, spp.gov, under the title “Commerce Connect,” which announces its purpose as “a one-stop shop for information, counseling and government services that can help U.S. businesses around the country transform themselves into globally competitive enterprises.”

Now, the Obama administration has made the spp.gov website totally inoperative.

WND frequently has reported, beginning in 2006, that critics have charged the SPP was intended to implement a plan to produce a North American Union composed of the United States, Mexico and Canada.

The SPP in the administration of President George W. Bush appeared designed to replicate the steps taken in Europe over a 50-year period following the end of World War II to transform an economic agreement under the European Common Market into a full-fledged regional government, operating as the European Union, with its own currency, the euro, functioning as the sole legitimate currency in what has become known as “the eurozone.”

The concern about the SPP has been that the North American Free Trade Agreement, or NAFTA, could be evolved into a regional government with a regional currency, the amero, designed to replace the U.S. dollar, the Mexican peso and the Canadian dollar.

WND repeatedly had reported that the North American integration plan likely would proceed incrementally under the Obama administration, largely below the radar, even after the SPP was declared “dead” by one of its chief architects, Pastor.

WND documented that on Nov. 30, DHS Secretary Janet Napolitano signed a “Trusted Traveler” agreement with Mexico, thereby implementing a primary objective of the SPP Transportation Policy working group under President Bush. The agreement opens the U.S. border to approximately 84 million Mexican citizens by issuing biometric “Trusted Traveler” cards that Mexicans entering the U.S. can swipe through ATM-like “Global Entry” kiosks at some 20 international airports in the United States.

WND also reported that the U.S. State Department is moving to expand the definition of a “North American perimeter” to define a continental border around the United States that would include Mexico as well as Canada.

The relevant document with Mexico is a March 23 State Department memo titled “United States-Mexico Partnership: A New Border Vision.”  The document that appears to be a companion document to the Beyond the Border Declaration signed Obama signed with Harper on Feb. 4.

Stephen Harper seeks majority to dissolve Canada in favor of North American Union

 

If I’m elected I’ll give Canada to the US. I am American.

Mel Hurtig, the former elected leader of the National Party of Canada, a noted Canadian author and publisher, and the founder of the Council of Canadians has revealed that senior elected representatives and advisors to the Conservative Party, are currently planning a scheme to dissolve Canada in favor of North American Union.  Harper is seeking a majority government (for the 4th time) in order to implement this treasonous agenda.

Harper’s appearance at the New York City based Council of Foreign Relations (CFR) on September 25 2007, was made to officially endorse and express his commitment for the US North American Union agenda.

Harvard University educated CNN Veteran anchor Lou Dobbs, confirmed the official endorsement of the Stephen Harper Minority Conservative government on North American Union, or “New America”.

Mr. Harper has been apparently directed by the principal funders of the Conservative Party of Canada, which are ideologically linked to the CFR, to assimilate Canada into a new “Fortress North America” which is controlled by the U.S. political-military-industrial complex.  The Council of Foreign Relations had instructed Harper to implement the plan by no later than 2010.  Harper has since been trying to form and lead a majority government.  Fortunately for Canada and all Canadians Harper has not been handed a majority government by the voters.

Even with a minority government Stephen Harper’s government has been secretly and unlawfully harmonizing various Canadian government departments and agencies with U.S. governmental agencies – to expedite the assimilation of Canada into the neo-conservative vision of a “Fortress North America”.  One such move took place in February 2011 – before Harper’s government was dissolved for corruption that included charges of elections fraud, contempt of Parliament and non-confidence.

The secretive agreement was signed by U.S. President Barack Obama and Canadian minority Prime Minister Stephen Harper in Washington on Friday February 4, 2011 that aimed to remove Canada’s sovereignty.  The secretive deal between Obama and Harper will establish a new border AROUND Canada and the United States.  And it will begin the work of REMOVING the border between Canada and the U.S. in order to form a new corporate controlled (fascist) America called the North American Union (NAU).

The North American Union (NAU) is an economic union of Canada, Mexico, and the United States. The concept is loosely based on the European Union, including a common currency called the Amero.

United States big business want complete control of Canada’s vast natural resources.  Canada is the last remaining country on Earth with vast amounts of untapped natural resources.  The deal was made to rob Canada and Canadians of its financial future.  Greedy U.S. corporations have used up all remaining natural resource supplies in the United States so they have made a secret and very lucrative deal with Stephen Harper to sell out his country.

The border deal will ‘protect us’ from terror. That’s how it’s being ‘sold’, but in fact we are getting in bed with the number one terrorist nation in the world today, the United States of America; a nation that is also bankrupt and may be nearing social upheaval.

The Council of Foreign Relations has published a book on its North American Union manifesto entitled “Building a North American Community”.  John Manley, former Deputy Prime Minister in the Paul Martin Liberal Government is a co-author of this book.

The North American Union architects have used the North American Free Trade Agreement (NAFTA) to try and legitimize the take over of Canada by U.S. interests as a “logical outcome” of the terms of NAFTA.

The CFR website openly endorses the Conservative Party of Canada under Stephen Harper, alluding to his government having an alleged mandate to transform Canada substantively into a U.S. colony by implementing the recommendations of the CFR, book “Building a North American Community”.  There is therefore clearly a working association between the Harper government and the CFR to implement and execute the NAU agenda.

Stephen Harper is a traitor.  He is working secretively with a foreign government to dissolve the country we know as Canada.  The secretive negotiations are being done without the involvement of our Parliament, or the people of Canada or the United States.  It is an undemocratic betrayal of all of us.  It is an illegal act of treason.

When Canadians go to the polls on May 2, 2011 they may very well be participating in a treasonous act – if Stephen Harper is given a majority government and Canada is thereafter dissolved.   Canadian constitutional and related law is quite clear that any such effort by elected members of a government to subvert the political authority of the Government of Canada, constitutes breach of a Parliamentary Allegiance of Office, and broadly treason.  This is because the reportedly directed efforts of Ministers in the Stephen Harper government, to hand over Canada to the political authority of foreign state, without the consent of the diverse Canadian public, can only be executed by the seditious overthrowing of the Crown, i.e. Canadian Head of State.  Our flag will fly no more.  Our anthem will be sung no more.  Parliament will be permanently closed.  Canada will be wiped from the face of the Earth.

Unifying the once sovereign nations of North America under treaty law continues to move forward by stealth. And many Canadians are sitting uneasy about the secrecy.

Members of Canada’s CTV express concern in the following clip about a draft agreement for ‘integrated perimeter security’ between the U.S. & Canada that Canadian officials have refused to release. As one of CTV’s panel members points out, it seems the Canadian government has “put the cart before the horse,” intent on ‘first signing the deal, then discussing it.’ Another panelist quips he has a copy of the agreement that “doesn’t exist,” refusing to show it to viewers because officials were keeping it under wraps.

While some of the CTV panelists were not against the agreement, it was termed a ‘mini-NAFTA’ that could undermine sovereignty through its integration scheme. “Perimeter agreement could mean goodbye to the 49th parallel,” as one journalist put it, emphasizing that the plan utilized the word “integrate.”

According to The Globe and Mail, “The federal government wants members of the public to impart their “shared vision” for the security of the Canada-U.S. perimeter – it just doesn’t want to explain what that means.”

CTV interviewed Canada’s foreign minister Lawrence Cannon in recent weeks, who was reluctant to “speculate” on the non-yet-public North American perimeter security deal. Cannon instead told viewers to “breath easily” until such an agreement is signed, urging viewers to ‘keep worrying about the economy’ instead.

Whatever the official reasons for secrecy, the strategy is in keeping with leaked documents obtained in the U.S. from a Judicial Watch FOIA lawsuit, that reveals plans to achieve North American integration “by stealth.” The concept for the North American “perimeter security” comes directly from plans formulated at the 2005 Security and Prosperity Partnership Summit and written about in Council on Foreign Relations documents:

The Task Force offers a detailed and ambitious set of proposals that build on the recommendations adopted by the three governments at the Texas summit of March 2005. The Task Force’s central recommendation is establishment by 2010 of a North American economic and security community, the boundaries of which would be defined by a common external tariff and an outer security perimeter.

The Canadian equivalent of FOIA has refused altogether to release documents about the agreement:

In a letter written March 4, Public Safety officials said: “The records pertaining to your request have been entirely withheld.” The department said the information could be injurious to international affairs, that it contained information developed for a government institution or minister, that it would provide an account of a government consultation, and that it is a matter of cabinet confidence.

This secrecy makes sense from the perspective that the CFR warned in Dec. 2010 that a 2011 push for U.S.-Canadian perimeter security would pose challenges: “While the initiative as outlined makes tremendous sense on both sides of the border, it will face significant opposition in Canada from those who fear that national sovereignty will be sacrificed on the altar of continental security.”

As Global Research points out on March 31, the Canadian government has since launched a website for public feedback after their secret negotiations became a hot topic:

“Since the Beyond the Border declaration was announced, the Canadian government has taken some heat for the bilateral talks being held in secret. In an attempt to try and curb some of the criticism, they launched a new website where the public can share their ideas on the planned security perimeter.”

While a general idea of the border security plan is being discussed, it would be hard for Canadians to weigh in with a fully informed opinion when the particulars of the agreement are being withheld. This point has been made by the Council of Canadians and other critics of the plan:

In a recent Action Alert, the Council of Canadians acknowledged, “no one can know for sure what ‘perimeter security’ means until the details, which are being developed behind closed doors, are announced in June. And we are being asked to suggest only improvements (not criticisms) of a plan we haven’t seen.

Moreover, joint action on the border with the United States may not be advisable (aside from secrecy and sovereignty issues), since it has all but admitted it refuses to enforce its own policies on the border. Today FOX News reports that border patrol had been told not to make arrests of illegal immigrants crossing the border:

US Border Patrol officials were ordered to reduce — and at times even stop — arrests of illegal immigrants caught trying to cross the US border, an Arizona sheriff claimed in a report published Friday by FOXNews.com

Whatever the merits of a border perimeter might be (i.e. increased “security” and “prosperity” under a one-world government of, by and for the corporations), there are no plans to release the details until June.

Neither the Canadian government nor the Canadian Forces announced the new agreement, which was signed Feb. 14 in Texas.

The U.S. military’s Northern Command, however, publicized the agreement with a statement outlining how its top officer, Gen. Gene Renuart, and Canadian Lt.-Gen. Marc Dumais, head of Canada Command, signed the plan, which allows the military from one nation to support the armed forces of the other nation during a civil emergency.

The new agreement has been greeted with suspicion by the left wing in Canada and the right wing in the U.S.

The left-leaning Council of Canadians, which is campaigning against what it calls the increasing integration of the U.S. and Canadian militaries, is raising concerns about the deal.

“It’s kind of a trend when it comes to issues of Canada-U.S. relations and contentious issues like military integration. We see that this government is reluctant to disclose information to Canadians that is readily available on American and Mexican websites,” said Stuart Trew, a researcher with the Council of Canadians.

Trew said there is potential for the agreement to militarize civilian responses to emergency incidents. He noted that work is also underway for the two nations to put in place a joint plan to protect common infrastructure such as roadways and oil pipelines.

“Are we going to see (U.S.) troops on our soil for minor potential threats to a pipeline or a road?” he asked.

Trew also noted the U.S. military does not allow its soldiers to operate under foreign command so there are questions about who controls American forces if they are requested for service in Canada. “We don’t know the answers because the government doesn’t want to even announce the plan,” he said.

But Canada Command spokesman Commander David Scanlon said it will be up to civilian authorities in both countries on whether military assistance is requested or even used.

He said the agreement is “benign” and simply sets the stage for military-to-military co-operation if the governments approve.

“But there’s no agreement to allow troops to come in,” he said. “It facilitates planning and co-ordination between the two militaries. The ‘allow’ piece is entirely up to the two governments.”

If U.S. forces were to come into Canada they would be under tactical control of the Canadian Forces but still under the command of the U.S. military, Scanlon added.

News of the deal, and the allegation it was kept secret in Canada, is already making the rounds on left-wing blogs and Internet sites as an example of the dangers of the growing integration between the two militaries.

On right-wing blogs in the U.S. it is being used as evidence of a plan for a “North American union” where foreign troops, not bound by U.S. laws, could be used by the American federal government to override local authorities.

“Co-operative militaries on Home Soil!” notes one website. “The next time your town has a ‘national emergency,’ don’t be surprised if Canadian soldiers respond. And remember — Canadian military aren’t bound by posse comitatus.”

Posse comitatus is a U.S. law that prohibits the use of federal troops from conducting law enforcement duties on domestic soil unless approved by Congress.

Scanlon said there was no intent to keep the agreement secret on the Canadian side of the border. He noted it will be reported on in the Canadian Forces newspaper next week and that publication will be put on the Internet.

Scanlon said the actual agreement hasn’t been released to the public as that requires approval from both nations. That decision has not yet been taken, he added.

Mexico Trucks May Roll Into U.S. At Mid-Year #NAFTA #CAFTA #NASCO #NAU

Mexican cargo trucks are expected to roll across the international border between Mexico and the U.S. in about four months.
   That word comes from officials in Mexico City, who say an agreement between the two nations could be signed in May or June.
   However, the document is expected to be the target of congressional scrutiny.
   Last week, President Obama said both nations are on their way toward resolving the issue.
   The 1994 North American Free Trade Agreement called for trucks from Mexico, the U.S. and Canada to travel freely through the three nations, but the Mexican trucks have been stalled over safety concerns and other issues.

Obama quietly erasing borders

Acting quietly, below the radar of U.S. public opinion and without congressional approval, the Obama administration is implementing a key policy objective of the Security and Prosperity Partnership of North America, or SPP, to erase the border with Mexico and Canada.

The administration is acting under a State Department-declared policy initiative described in a March 23 fact sheet titled “United States-Mexico Partnership: A New Border Vision.”

“Mexico and the United States have a shared interest in creating a 21st century border that promotes the security and prosperity of both countries,” the State Department declared. “The U.S. and Mexican governments have launched a range of initiatives that challenge the traditional view of ‘hold the line’ and are developing a framework for a new vision of 21st century border management.”

At the same time, CTV News in Canada has obtained a draft copy of a declaration between the U.S. and Canada entitled “Beyond the Border: A Shared Vision for Perimeter Security and Competitiveness,” to be implemented by a newly created Canadian-U.S. “Beyond the Border Working Group.”

The two documents strongly suggest the Obama administration is pursuing a stealth bureaucratic methodology to establish a common North American border around the continent, encompassing the U.S., Canada and Mexico, while simultaneously moving to erase the borders between the U.S. and Mexico as well as between the U.S. and Canada.

Under the Bush administration’s SPP, the U.S., Mexico and Canada organized some 20 different “shadow government” bureaucratic working groups composed of agency heads and undersecretaries in the three nations. The groups span a wide range of policy areas, from e-commerce, to aviation policy, to borders and immigration, trilateral travel, transportation, energy, environment, food and agriculture, health and financial services.
